Recently, the Ministry of Natural Resources and the State Administration for Market Regulation jointly issued the "Notice on Strengthening Inspection and Testing Capabilities to Support High-Quality Development of Natural Resources" (hereinafter referred to as the "Notice"). This initiative aims to support the high-quality development of natural resources by strengthening inspection and testing capabilities and standardizing the technical practices of inspection and testing institutions.
Inspection and testing are widely applied in natural resource protection and utilization. For example, marine resource testing includes water quality monitoring, sediment monitoring, biological monitoring, coastal pollution ecological surveys, and biological monitoring. Inspection and testing not only provide technical support for natural resource development and utilization but also serve as important safeguards against the over-exploitation of natural resources. Therefore, strengthening inspection and testing capabilities in natural resources is of great significance for the high-quality development of natural resource management.For institutions engaged in inspection and testing activities in the natural resources sector, the Notice requires enhancing inspection and testing capabilities and improving quality management systems.
The Notice calls for proactive improvement of testing standards, enhancement of technical capabilities, research into new technologies and methods for natural resource inspection and testing, and development of full-process quality control technologies to raise the overall level of scientific and technological innovation. This includes strengthening scientific and technological innovation, accelerating the research and application of portable, rapid, and automated testing equipment, and enhancing the application of high technologies such as big data, artificial intelligence, and aerospace remote sensing in the field of inspection and testing.
